WASTEWATER TREATMENT PLANT SUPERINTENDENT

Full Time (40 hours/week), advanced level position, performs difficult technical, administrative, and managerial work planning, organizing, and directing the operations and maintenance of the wastewater treatment plants and laboratory facilities.

An employee in this class plans for 24-hour operations of all wastewater plants to treat and dispose of wastewater in an environmentally safe manner. Serves as Operator in Responsible Charge of a grade IV wastewater plant; serves as back-up ORC for the other three Authority owned wastewater treatment facilities; including being legally liable for the validity of reporting to the regulatory agencies, and ensures plants meet permitted levels and maintain necessary permits. Work is performed in accordance with state and federal laws and regulations. Work involves planning and assigning work to subordinates; inspecting the operations of the plants through observation and analysis of laboratory results; ensuring proper preventive maintenance and repairs; overseeing the operations of a state-certified laboratory; and supervising the maintenance of dryers, blowers, pumps, clarifiers, and other plant components. Work also involves researching and recommending long and short-range capital facilities and equipment construction and renovation, establishing and maintaining records and reports necessary for full compliance with all regulations and for effective management decision-making, requesting necessary resources in the annual budget, and motivating, coaching, and ensuring effective productivity of division personnel. Work involves public contact, initiative, and judgement.

The employee is subject to the hazards associated with working around raw wastewater and treatment machinery including hazards of noise, vibration, proximity to moving mechanical parts, electrical current, exposure to chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and may be required to enter crawl spaces, sewage line pipes, and other hazards and use protective breathing equipment.  The employee may also be subject to the final OSHA standards on blood borne pathogens in coming in contact with raw wastewater. Work is performed under the general supervision of the Executive Director as to matters of policy, budget, long range plans, personnel matters, and work priorities. Work is evaluated through conferences and reports for productivity, and compliance with required laws and regulations.

Preferred Education and Experience

Graduation from a two-year college with a degree in chemistry, environmental science or related field, bachelor’s degree preferred, and considerable wastewater treatment experience meeting or exceeding experience required by regulatory agencies, including considerable supervisory experience, or an equivalent combination of education and experience.  Experience with certified lab supervision and residuals land application program is preferred.  Possession of a Grade IV Wastewater Treatment Plant Operator certificate by the North Carolina Department of Environmental Quality with at least three years Operator in Charge (ORC) experience at a Grade III or Grade IV plant.

Possession of a valid North Carolina driver’s license and any other certifications deemed necessary by the Authority.

The salary range for this full-time position with a fully qualified candidate is $62,565 – $96,976 annually and has an expected increase after satisfactorily completing the probationary period.
