GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs difficult work assisting the Director of Water Resources in planning, organizing, coordinating, directing the management of the department to ensure regulatory compliance is maintained for all aspects of the department. Work is performed under the general direction of the Water Resources Director. Supervision is exercised over direct report personnel.
This is sedentary work requiring the exertion of 10 pounds of force occasionally, and negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of various motor vehicles and/or construction equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Plans, organizes, directs, and coordinates activities of all divisions and facilities involved in management of water, wastewater, and reclaimed water systems for the department; evaluates overall operations and efficiency of the department, under the direction of the Director.
Oversees and supports the management teams to ensure goals and objectives are achieved.
Performs planning, plan review, project management, and procurement of equipment and services.
Assist with the preparation of annual and multi-year Capital Improvement Plans.
Ensures infrastructure is effectively maintained while enhancing system reliability and resiliency.
Recommends employee hiring, promotions, suspensions, terminations, and merit advances across the divisions.
Provides updates and information to the Department Director on projects, policies, programs, and information on operational performance, challenges and critical needs.
Develops priorities and strategies regarding organizational development/improvement initiatives
Oversees and administers regulatory programs, including compliance with the Safe Drinking Water Act, Clean Water Act, US-EPA Process Safety Management, NCDEQ Dam Safety and all other applicable State and Federal regulations; oversees programs such as the Backflow program, Pretreatment program, and other regulatory compliance programs.
Ensures compliance is maintained with the department’s delegated self-permitting program from North Carolina Department of Environmental Quality (NCDEQ)
Ensures compliance of all OSHA safety regulations and a workplace free of recognizable hazards is maintained for all employees.
Provides technical expertise on engineering activities and on effective practices and methods of water/wastewater system operations; prepares system operation plans and procedures.
Oversees the design and construction of complex water and wastewater capital projects.
Prepares requests for proposals for engineering and other professional services; reviews and prepares plans, specifications, and technical documents for construction projects; administers contracts.
Assists with development of standard specifications, details, and procedures governing water and wastewater facility construction.
Prepares/reviews comprehensive short- and long-range plans for all aspects of the department including water/wastewater capital improvements, financing, and program development.
Communicates effectively and timely to staff and conducts routine meetings to ensure staff engagement with the operation.
Provides input to the Director for budgetary and staffing needs; prepares project cost estimates and responsible for cost center budget expenditures.
Responds to emergencies as needed or directed by the Director.
Prepares complex, detailed reports and presents strategic information as needed; ensures data is maintained accurately.
Performs other related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of water treatment and wastewater operations management and engineering practices; comprehensive knowledge of public utility operations, administration, planning, and design; ability to review and analyze plans and specifications for construction of water and sewer facilities; ability to formulate and execute comprehensive operational policies and procedures; ability to prepare technical reports; ability to direct the activities of a large staff; ability to communicate effectively with public officials, developers, industries, contractors, other city personnel, and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor Degree in in public administration, construction management or civil engineering, and thorough knowledge of water and sewer infrastructure with a minimum of 15 years senior management experience in the water and wastewater industry.
SPECIAL REQUIREMENTS:
Possession of an appropriate driver's license valid in the State of North Carolina.
