GENERAL DEFINITION AND CONDITIONS OF WORK:

Performs difficult technical work managing the maintenance and repair of the water distribution and wastewater collection systems, including lift stations; ensures preventative maintenance and asset management is performed in a timely manner; does related work as required. Work is performed under the general direction of the Water Resources Assistant Director. Supervision is exercised over direct report personnel. 

 

This is light to medium work requiring the exertion of 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of various motor vehicles and/or construction equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.

 

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Oversees, manages, and strategically plans the construction, maintenance, and repair of water distribution and wastewater collection system pipelines, pump stations, and associated infrastructure; manages infrastructure replacement projects such as pipe bursting, pipeline and manhole rehabilitation projects performed by internal staff and contracted resources.

Manages and coordinates long-term strategic work activities of assigned staff, ensuring goals are met and regulatory compliance is first priority; inspects completed work for accuracy.

Participates and provides input in staffing decisions relative to hiring, discipline, and promotional opportunities; completes performance reviews for direct report personnel; maintains employee training records for safety and regulatory requirements.

Prepares correspondence and responds to regulatory agencies for compliance matters as needed.

Utilizes work order management system for recordation of completed work, asset management, productivity monitoring, and scheduling purposes.

Manages record keeping systems for construction projects, programs, contracts, maintenance, and customer records and files.

Coordinates with staff engineers, multiple departments and divisions, State and Federal agencies, contractors, and internal/external customers on a wide variety of projects and service issues.

Coordinates with Engineering Division on long-range construction plans, project designs, and effective backlog reduction efforts for the Construction Division.

Effectively manages a Critical Assets Program that ensures preventative maintenance efforts are thoroughly performed.

Conducts safety audits on subordinates and conducts field audits as needed.

Communicates effectively and timely to staff and conducts routine meetings to ensure staff engagement with the operation.

Ensures seamless, efficient customer service is provided to the customers and community.

Provides input to the Assistant Director and Director for budgetary and staffing needs; prepares project cost estimates and responsible for cost center budget expenditures.

Prepares complex bid specifications for equipment purchases, construction projects; negotiates and prepares service/operational support contracts; Manages contracts & projects as needed to ensure work is performed according to specifications.

Ability to utilize innovative technologies and software to assist with infrastructure performance monitoring technologies and software programs and distribution system monitoring pressure units.

Responds to emergencies as needed or directed by the Assistant Director or Director.

Prepares complex, detailed reports and presents strategic information as needed; ensures data is maintained accurately.

Performs other related tasks as required.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of the methods and techniques used in construction, installation, repair, maintenance, rehabilitation and customer service. Thorough knowledge of water and waste water industry standards; thorough knowledge of water and waste water infrastructure thorough knowledge of State and Federal safety programs and the occupational hazards associated with water and sewer systems; thorough knowledge of all regulatory rules, regulations,  and requirements governing water and wastewater systems; ability to direct and supervise the work of subordinates; ability to read and interpret complex construction drawings, sketches, and blueprints; ability to operate large construction equipment; ability to establish and maintain effective working relationships with managers, subordinates, other departments, and the general public.

 

EDUCATION AND EXPERIENCE:

Any combination of education or experience equivalent to graduation from an accredited university or college with a Bachelor’s Degree in construction management or civil engineering fields and extensive experience in equipment operation in the construction, maintenance, and repair of water and sewer infrastructure with a minimum of ten years (10)  management experience in water and waste water industry. 

 

SPECIAL REQUIREMENTS:

Possession of an appropriate driver's license valid in the State of North Carolina. 

Possession of Professional Engineering license preferred or ability to obtain.
