Performs administrative and supervisory work participating in and directing the activities of a small Public Works Department that maintains Water System, Streets, and Sanitation.
Distinguishing Features of the Class
An employee in this class is responsible for planning, organizing, directing and supervising employees and contractors for engaged in the maintenance of the water distribution system including leak detection and repair; meter installation and repair; yard waste collection; equipment maintenance, grounds and rights of way clearing maintenance; and related services. The employee works with the Town Manager determining priorities, scheduling work, recommending annual budgetary needs, and working as a liaison with contractors and state and county departments in coordinating and implementing services. The employee also provides monthly reports to the State of NC on water usage, water supply and water quality. Work includes assuring employee safety awareness and adherence to OSHA regulations. Considerable tact and courtesy are required in frequent public contact, and independent judgment and initiative are exercised in directing and coordinating the activities of the department. When inspecting or completing field work, the employee is subject to hazards associated with public works including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils. Work is performed under the general direction of the Town Manager and is evaluated through periodic conferences, observation and in terms of public acceptance of the public works program.
Duties and Responsibilities
Essential Duties and Tasks
Plans, organizes, and directs all functions and activities associated with the Public Works Department; determines and balances work priorities based upon personnel, distribution, and project requirements to ensure the most efficient utilization of manpower and resources; writes work orders and makes daily assignments; schedules work and participates in field services.
Supervises staff in maintenance and construction activities; participates in selection; disciplines, trains, and evaluates employees and makes decisions on final hiring and dismissal; monitors time usage for payroll.
Inspects work in progress and upon completion; participates in work of water line and streets maintenance and construction as necessary; flushes water lines.
Oversees meter installation and repair; oversees service cut-on and off and leak detection.
Serves as Operator in Responsible charge (ORC) for the water distribution system; maintains backflow and cross connections certifications and assures proper implementation in the Town.
Makes required reports to the State of NC on water usage, water supply and quality.
Orders materials and supplies; recommends budget needs and prepares budget estimates for the annual work program development and long range facilities and projects; monitors budget expenditures.
Meets with engineers and other contractors, state, and public agencies to discuss, manage, and supervise current and proposed public works projects.
Prepares specifications for the purchase of material, equipment, and services.
Serves as safety coordinator; develops and ensures federal and local safety standards, policies, and procedures are implemented; schedules employee training.
Serves on call to respond to leaks and utility issues.
Operates equipment such as backhoe, mower, truck and testing equipment.
Compiles information on work orders, water system and other information by computer; provides information to the Manager, Board, contractors, engineers, general public, and other entities associated with public works; discusses needed work with citizens and deals with complaints.
