Management of all phases of a projects to include design, bids, contracts, construction inspection, monitoring progress of the project (budgets, quality control, safety, scheduling, adherence to regulations and policies), supervising assigned consultants and contractors and approving changes; communicates with stakeholders, regulatory agencies, and departmental personnel. Select and work with consulting engineering firms and stakeholders to perform preliminary engineering, final design, permitting, bidding, and construction phase services for water and wastewater treatment plant improvement projects as well as lakes and dams projects. Manages projects to ensure project schedules and budgets are met; ensures construction adheres to contract documents; participates in site inspections and progress meeting with consulting engineers and contractors; resolves conflicts; represents the City of Monroe Water Resources Department during negotiations for time extensions and change orders. Provides technical assistance in the field and coordinates with departmental staff and other local and State agencies. Serve as main liaison between consultants, contractors and operations staff. Completes technical review of consultant prepared planning reports, construction plans, cost estimates, schedules and contract specifications for technical competency, compliance with City of Monroe and State regulatory standards, consistency and constructability issues. Coordinates with the appropriate operational staff during the various phases of project initiation, design, start-up, and acceptance. Coordinates plant shut downs and tie-ins with operational staff. Manages vertical commercial and industrial building design and construction projects, in addition to water and wastewater utility infrastructure projects to include, but are not limited to grading, paving, roofing, electrical, mechanical, protective coatings, etc. projects. Manages dams and lake improvements design and construction projects. Oversees updates of the City’s dams’ Emergency Action Plans and Operational and Maintenance Plans for lakes and basins. Selects consultants for engineering services ensuring fair competitiveness and selection of the best qualified firms and abide by State statutes for selection process; conducts negotiations with consultant firm. Notifies residents, commercial establishments and industries affected by projects and of project ramifications, project schedules; addresses concerns and resolves conflicts. Conducts design, preconstruction and construction site conferences. Assists in acquiring property and/or rights of way. Generates project cost estimates, estimated schedule and associated cash flows. Update budgets and schedules for multiple on-going projects. Manage multiple projects of varying scope and complexity. Ensure department leadership is aware of status. Maintain current and complete project files. Review accuracy and completeness of invoices from consultants and construction payment applications and approve in a timely manner. Assists the Water Resources Engineering Division with management of the City’s Lake and Stream Vegetative Buffers Program to ensure compliance with the Lake and Stream Vegetative Buffers Policy; maintenance of Buffer Management Agreements, review of property owner submittal of Engineered Landscape Plans, annual Buffer Inspections, written and verbal communications with property owners, regulatory agencies, etc. Provides professional engineering seal on projects as necessary.
