Primary Reason Why Classification Exists
To perform technical and skilled mechanical maintenance work in support of the operation, maintenance, and repair of machinery and equipment in the water treatment plant.

Distinguishing Features of the Class
An employee in this class performs journey level mechanical maintenance work in the operation, maintenance, and repair of heavy duty and specialized equipment in the municipal water treatment plant. Work involves responsibility for maintaining and repairing a variety of pumps and motors and other equipment requiring specialized knowledge of trade skills in mechanical and plumbing areas.  Work is performed under the general supervision of the Water Resources Director and is evaluated on the basis of ensuring equipment operates within given time schedules and overall effectiveness of system performance.
 
Illustrative Examples of Work:
  • Maintains pumps, motors and hydraulic systems at the Water Treatment Plant; changes oil, greases motors, pumps and chains; changes light bulbs
  • Participates in ground, lawn, and facility maintenance
  • Operates plant when operator is absent; makes rounds, collects samples, completes required reports
  • Plans and participates in regular preventive maintenance inspections such as checking and lubricating bearings, gear boxes, checking and replacing filters, packing pumps and other preventive maintenance activities
  • Uses department’s software programs as related to the water plants tasks
  • Troubleshoots, diagnoses, and repairs parts or equipment due to failure; re-builds rotating assemblies and air release valves; cleans out check valves; re-builds and changes out pumps
  • Rebuilds and overhauls defective parts and machinery, instrumentation and equipment.
  • Dismantles and overhauls various equipment; cleans, replaces and repairs gauges, engines, and other equipment
  • Orders and obtains needed parts and supplies
  • Performs related duties as required
  • Operates and maintains the treatment plant centrifuge
Knowledge,Skills,and Abilities:
  • Knowledge of the operating characteristics and maintenance requirements of a water treatment plant including occupational hazards and safety requirements
  • Knowledge of pump and motor parts and ability to diagnose and replace parts
  • Knowledge of the various chemicals and additives applied to water to ensure compliance with federal and state treatment regulations
  • Knowledge of state and federal regulations affecting water treatment operations
  • Ability to use technology resources as assigned and implemented
  • Knowledge of effective communication techniques when speaking with coworkers, vendors, and the public
  • Ability to detect malfunctioning of pumps and motors by observation, sound, and chart readings, and to take proper remedial action
  • Ability to read and follow schematic drawings, blueprints, and written and oral instructions
  • Ability to establish and maintain effective working relationships with co-workers and supervisors
  • Ability to be called back to work on weekends, holidays, and emergencies
  • Ability to prepare and maintain accurate records and prepare reports
  • Ability to make operational decisions in the absence of a supervisor
  • Ability to detect and resolve routine operational problems with mechanical equipment
  • Ability to troubleshoot mechanical equipment, electrical and electronic circuitry, read meters and charts, and record results
  • Ability to understand and follow moderately complex oral and written instructions

Physical Requirements
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, crouching, reaching, walking, pushing, pulling, lifting, grasping, and repetitive motions. Vocal communication is required to express or exchange ideas. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for visual inspection involving small defects and/or small parts, use of measuring or testing devices, assembly of equipment, operating plant equipment, determining accuracy and thoroughness of work performed, and observing surroundings and activities.

Working Conditions
Work is subject to inside and outside environmental conditions including extreme heat and extreme cold. Employee is subject to noise, vibration, and hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, exposure to chemicals, and atmospheric conditions. Employee is required to wear a respirator when necessary. Employee may frequently work in close quarters, crawl space, shafts, man holes, small enclosed rooms, small sewage and water lines, and other areas which could cause claustrophobia.

Education
Graduation from high school or equivalency supplemented by courses in mechanical or plumbing trades.

Experience
Some direct experience in the installation, maintenance, and repair of various mechanical, plumbing, and electrical equipment used in water treatment plants is preferred.
Special Requirements
  • Possess valid North Carolina driver’s license
  • Must possess or obtain within 24 months of hiring C surface water certification
