The City of Roxboro (8,200) currently has an opening for a Water Plant Chief Operator.  Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, and Greensboro.

An employee in this class supervises the total operation of a water treatment plant for the City assuring coverage twenty-four/seven. Work involves supervision of the laboratory, maintenance, operational staff, and the Lake Warden, purchasing parts and supplies, distributing and reviewing work, and personnel management duties including participating in hiring, performance evaluation, coaching, and safety. The employee assists the Water Treatment Plant Superintendent as backup ORC including responsibility to the State and EPA for compliance with rules and regulations including allowable discharges, limits, standards, and quality of water and is subject to fines and higher level penalties. The employee is subject to hazards associated with mechanical and electrical equipment including working in both inside and outside environments, in extreme temperatures, and exposure to hazards such as loud noises, proximity to moving mechanical parts, electrical currents, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils; the position is considered a safety sensitive role. The employee may be required to wear a respirator and work in close quarters. Work is performed under supervision of the Water Treatment Plant Superintendent and is evaluated through conferences, observation, review of records and reports and quality of water produced.

Essential Duties and Tasks:

  • Plans, organizes, and supervises employees engaged in the operations, laboratory, and maintenance and repair of various mechanical, electrical, and electronic/instrumentation equipment at a water treatment plant.
  • Monitors and assigns work; determines priorities; and assures that the water treatment plant is operating according to standards and in an efficient manner.
  • Participates in the personnel processes for hiring, selection, promotion, and disciplining employees; sets up internal on-the-job training of new staff with experienced operators and schedules operators for state certification training and testing; maintains training records; coaches employees.
  • Maintains knowledge of current state regulations and changes; reviews changes to determine impact of changes and adjusts work assignments to meet revised and new regulations.
  • Provides input into equipment, supplies, and materials needed for the plant's operation during the budgetary processes; monitors expenditures of monies granted for the plant's operations.
  • Authorizes purchases and requisitions needed supplies and materials.
  • Locates, prices, and orders necessary parts, equipment and supplies.
  • Handles questions and concerns from the citizens.
  • Assist the Water Treatment Plant Superintendent with records required of the Operator in Responsible Charge (ORC); enters data into computer daily, reviews, signs and forwards to Superintendent for approval; submits required reports to the State.
  • Plans and/or conducts employee training programs related to safety procedures in the plant.

Additional Job Duties:

  • Serves as ORC in absence of Water Treatment Plant Superintendent; back-up for Chemist.
  • Represents City in current regulatory issues as well as fact-finding issues for future needs.
  • Serves as a Treatment Plant Operator on a shift if necessary.
  • Performs related tasks as required.

 

Knowledge, Skills, and Abilities:

  • Thorough knowledge of the operation and maintenance and repair of a water treatment plant.
  • Thorough knowledge of State rules, regulations, and requirements.
  • Thorough knowledge of the tools, parts, methods, and materials associated with water treatment plant operations.
  • Thorough knowledge of the occupational hazards associated with plant operation and maintenance and repair and the related safety practices and regulations.
  • Thorough knowledge of the principles involved with the treatment of water or wastewater and applicable regulations.
  • Some knowledge of the operation, maintenance, and repair of applicable electronic instrumentation and equipment.
  • Some knowledge of the organization's budgeting, personnel, and purchasing system.
  • Ability to plan and supervise the work of employees including training, motivating, coaching, and evaluating work performance.
  • Ability to plan work based on staffing and operational needs.
  • Ability to establish and maintain effective work relationships with regulatory agencies, supervisors, employees and the general public.
  • Ability to read and interpret plans and schematic drawings.
  • Ability to prepare and maintain detailed records.

Physical Requirements:

  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, talking and hearing.
  • Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Must possess visual acuity to work with data and figures, operate a computer terminal, use measurement devices, and prepare and analyze data and figures.

 

Desirable Education and Experience:

  • Graduation from a two year college with a major in chemistry, biology, or major related to water treatment;
  • Considerable experience in the operation of a water treatment plant.
  • Or an equivalent combination of education and experience

Special Requirement:

  • Possession of a Grade A (water) certificate from the State of North Carolina.
  • Possession of a valid North Carolina driver's license.
