WATER TREATMENT PLANT SUPERVISOR
The Town of Weaverville is seeking applications for a Water Treatment Plant Supervisor.
Under the general supervision of the Water Treatment Plant Superintendent and Public Works Director, this position performs a variety of supervisory and administrative duties and skilled, technical and maintenance work in the operation of a surface water treatment plant and its water production, wastewater treatment, and laboratory functions; coordinates assigned activities and supervises the work of others; and performs related duties as assigned.
This position involves a high level of independent decision-making, independent judgment, and problem-solving when handling a variety of situations; advises and supervises personnel; and is responsible for ensuring that applicable policies, procedures, and safety protocols are followed during all departmental activities.
Work is conducted inside and outside and can be subject to extreme weather conditions and exposure to various hazards such as loud noise, moving mechanical parts, electrical current, chemicals, fumes, odors, dust, mist, oils, poor ventilation, and working in small spaces such as trenches and vaults. Safety equipment, including personal protective equipment, is provided by the Town.
COMPENSATION AND BENEFITS
Salary dependent on education, certifications, and experience; minimum annual salary of $65,407; benefits include Town paid health insurance for employees, retirement benefits through the Local Government Employees Retirement System, up to 6% match for 401(k) contributions, paid leave (sick, holiday, annual vacation leave), paid training, and more.
HOURS AND SCHEDULE
Full-time, exempt position with schedule and hours to be set by the Water Treatment Plant Superintendent. Position is subject to call back.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Plans, schedules, and implements the operations of the plant and its production of potable drinking water for the Town’s public water system, onsite wastewater treatment, and laboratory functions;
Independently operates the plant and all of its functions when scheduled or as needed;
Assists with the permit reporting requirements for the following as assigned: Drinking Water Permit, NPDES Wastewater Permit, and Certified Laboratory Permit
Oversees work to determine acceptability and conformity with policies, procedures, permit requirements, and safety and security protocols;
Motivates, trains and supervises water treatment plant operators;
Oversees the safety of employees under their supervision by instructing individuals in proper safety procedures, protocols, and practices, and monitoring work in progress;

Supervises and controls the use of all materials, supplies, and equipment used in plant operations;
Requisitions all supplies, materials, and tools needed for effective plant operations; ensures that all necessary materials, supplies, and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools, and supplies;
Ensures the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use;
Inspects and oversees construction and maintenance projects as needed or assigned;
Maintains records relating to operations, testing, personnel, equipment, materials, and supplies;
Advises the Water Treatment Plant Superintendent, Public Works Director and Town Manager or their designee in matters relating to departmental activities and provides recommendations to increase safety, effectiveness, and/or efficiency in operations;
Routinely evaluates the performance of all employees under their supervision and as directed;
Arrives to work, meetings, and other work-related functions on time, and maintains regular job attendance;
Operates and drives vehicles and/or equipment safely and legally;
Participates in the emergency response schedule to handle emergency situations involving the Water Treatment Plant and all of its operations;
Performs other duties as assigned;
Performs the duties of the Water Treatment Plant Superintendent in their absence or as needed or directed;
Serves as the Operator in Responsible Charge (ORC) for the water treatment plant and wastewater treatment plant in the absence of the Water Treatment Plant Superintendent or as needed or directed;
Coordinates, as necessary, with the Water Maintenance/Distribution Division of Public Works for the proper, efficient, and effective operations of the Town’s public water system
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of state laws regulating surface water purification and standard procedures necessary to meet permitted requirements; thorough knowledge of the NCDEQ permit requirements for all operations, including reporting requirements and deadlines; thorough knowledge of the operation and maintenance requirements of equipment, instruments, and control devices used in surface water treatment; thorough knowledge of the standard tests and equipment used in required laboratory analysis of water; thorough knowledge of the application of information technology to plant operations; thorough knowledge of OSHA requirements and safety standards and

requirements applicable to water production, wastewater treatment, and laboratory operations;
Ability to independently solve operational problems required to maintain water quality; ability to perform and conduct standard laboratory tests; ability to understand and interpret detailed instructions and procedures given verbally or in writing; ability to accurately read meters, gauges, thermometers, and other standard equipment; ability to prepare detailed records and reports accurately; ability to guide, direct, and motivate employees; ability to plan, schedule, organize and supervise the operational activities of the plant; ability to operate and maintain various pieces of equipment used in water production and to make minor repairs on such equipment; ability to comply with report filing deadlines; ability to maintain records and to prepare requisitions and job orders; ability to communicate effectively, both verbally and in writing; ability to establish and maintain effective working relationships with employees, other departments, and the public
EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent to a high school diploma, GED equivalent, trade school certification, and at least 2 years of experience relating to water production operations; experience in operating and maintaining water production equipment; at least 2 years of experience in the supervision of personnel performing duties in these areas.
ADDITIONAL REQUIREMENTS
Position also requires:
• Background screening, pre-employment and random drug screening
• Valid Class “A” Surface Water Treatment Operator Certificate issued by NC Water Treatment Facilities Operator Certification Board
• Valid Physical Chemical 1 Certification issued by NC Water Pollution Control System Operators Certification Commission or ability to obtain within 1 year
• Ability to read, write and speak the English language
• Ability to perform complex math and basic financial operations
PHYSICAL REQUIREMENTS
Must be able to perform heavy work exerting up to 50 pounds of force occasionally and 20 pounds of force frequently to lift and move objects
Must be able to perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, sitting, pushing, pulling, lifting, handling, manipulating, touching, feeling, grasping, placing, detecting, positioning, talking, hearing, smelling, and repetitive motions
Must possess visual acuity (including close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus) to make visual inspections of work
