Job Description

This position is all about carrying out professional, technical, and administrative tasks that revolve around planning, organizing, and directing public utility services. These services, such as water treatment, wastewater treatment, and pipe maintenance, have significant geographical, environmental, health, and economic impacts. In this role, the employee guides and oversees the team's activities in utility operations and services. Additionally, they offer valuable technical advice and assistance to the Town Manager and the Town Council on long-term planning, construction, improvements, capacity management, environmental compliance, and fostering good relations with citizens and other governmental bodies, all while ensuring our precious water and ecological resources are maintained.

Their responsibilities also encompass managing contracts, addressing citizen concerns, and overseeing the budget and personnel within the department. The employee acts as a key representative of the Town to various stakeholders, including citizens, developers, local officials, and regulatory authorities at both the state and federal levels. The work is carried out independently, yet there’s a strong emphasis on coordination with the Town Manager and fellow Town officials.

Qualifications

Graduation from an accredited institution of higher education with a bachelor's degree in civil or environmental engineering, public administration, business administration, or a related field, in conjunction with substantial experience in a management position within utilities or public administration; or an equivalent combination of education and experience.

Special Requirement

  • Possession of a valid North Carolina driver's license.
  • Residency in Alleghany County within 12 months of employment.
  • Possess or obtain NC C-Well and B-Distribution within 18 months of employment.
  • Possess or obtain Collections (C2) and Biological (WW2) within 18 months of employment. Work towards Biological (WW3) will be required upon completion of Biological (WW2).
  • Other certifications in water treatment, wastewater treatment, or related fields may be required.
  • Experience in water and wastewater management includes chemical analysis related to treatment processes, compliance with state and federal environmental regulations, oversight of capital projects, and methods for establishing rates.

This position is salary-exempt, and the hiring range is $67,654 to $73,654, contingent on qualifications, education, and experience.
