Public Works Director/WWTP Superintendent Position:

Position Overview:

The Town of Warrenton is seeking a skilled and dedicated Public Works Director / Wastewater Treatment Plant (WWTP) Superintendent to lead and manage a wide range of public infrastructure operations. This position is responsible for planning, organizing, and supervising the Town’s public works and utilities functions, including water distribution, sewer collection, wastewater treatment, streets and sidewalks, solid waste, parks, and cemetery maintenance.

The Director also serves as Operator in Responsible Charge (ORC) for the Town’s water distribution and sewer collection systems, and as Superintendent of the wastewater treatment plant.


Key Responsibilities:

Utility and Infrastructure Operations

  • Oversee daily operations and maintenance of:

    • Wastewater Treatment Plant

    • Water distribution and sewer collection systems

    • Street and sidewalk maintenance

    • Solid waste services

  • Develop and implement preventative maintenance programs, including:

    • Valve exercising, hydrant flushing, and meter replacements

    • Sewer line cleaning and inspection

    • Lift station maintenance and repairs

Supervision and Leadership

  • Plan, organize, and supervise departmental staff to ensure safe, efficient, and high-quality service delivery.

  • Provide training, mentorship, and professional development opportunities.

  • Conduct performance evaluations and administer personnel policies, recognition, and discipline.

  • Foster a culture of accountability, teamwork, and safety.

Compliance and Safety

  • Ensure all operations comply with federal, state, and local regulations.

  • Maintain and submit required reports for state environmental permits.

  • Enforce safety procedures and oversee use of appropriate protective equipment.

  • Respond to emergencies, after-hours calls, and adverse weather events; coordinate FEMA-related activities as needed.

Planning and Engineering Support

  • Assist in planning and design of infrastructure projects including streets, drainage, and utilities.

  • Review construction work for compliance with plans and specifications.

  • Coordinate with engineers, contractors, and developers on current and future projects.

Administrative and Financial Management

  • Develop and manage annual operating and capital budgets.

  • Monitor expenditures and ensure cost-effective operations.

  • Prepare technical reports, public notices, and documentation for grant or regulatory purposes.

  • Maintain accurate records of system operations, maintenance activities, and inspections.

Community and Interdepartmental Relations

  • Collaborate with the Town Administrator and serve on the Town’s management team.

  • Respond to citizen inquiries, service requests, and infrastructure concerns.

  • Attend public meetings and represent the Town in discussions with businesses, developers, and government agencies.

  • Provide educational outreach on utility and public works topics.

 

Required licenses and certifications or the ability to obtain within a time frame designated in offer letter.    

  • Level 4 Biological Water Pollution Control
  • Level 2 Wastewater Collection System Operator Certification
  • Level B Water Distribution System Operator Certification
  • ORC Water Distribution System Cross Connection Operator Certification
