Franklin County is seeking a knowledgeable, dedicated, and collaborative individual to serve as the Assistant Public Utilities Director. This position assists in managing the daily operations and long-term planning of the County’s Public Utilities Department, which provides water and sewer services to residents, businesses, and institutions. The Assistant Director supports the Director in overseeing capital improvement projects, budgeting, regulatory compliance, personnel management, and customer service operations.

Work Schedule:
Monday-Friday 8:00 am to 5:00 pm
 

 

Duties and Responsibilities/Knowledge, Skills, Abilities

 

  • Assist in the management and administration of water and wastewater systems, including treatment facilities, distribution, and collection infrastructure.
  • Supervise and provide guidance to division managers, crew leaders, and staff; participate in hiring, training, performance evaluations, and disciplinary actions.
  • Monitor and coordinate maintenance and capital projects; assist in preparing and managing construction schedules, contracts, and vendor relationships.
  • Develop and monitor departmental budgets in collaboration with the Director; track expenditures and identify cost-saving opportunities.
  • Ensure compliance with all applicable local, state, and federal regulations related to public utilities operations (e.g., DEQ, EPA, OSHA).
  • Review and help develop policies and procedures to improve operational efficiency and service delivery.
  • Collaborate with engineering consultants, contractors, and other government entities on infrastructure planning and implementation.
  • Represent the department in public meetings, community events, and interdepartmental committees as needed.

Knowledge, Skills, and Abilities
  • Strong understanding of water and sewer system operations, maintenance, and regulatory requirements.
  • Ability to interpret engineering plans and specifications and oversee infrastructure construction.
  • Excellent leadership, communication, and interpersonal skills.
  • Proficient in budgeting, project management, and performance monitoring.
  • Ability to resolve problems efficiently and effectively in high-pressure situations.
  • Familiarity with GIS, SCADA systems, Microsoft Office, and asset management tools.

 

Desirable Education and Experience

Bachelor’s degree in engineering or environmental sciences, or related field, and extensive experience in public utilities or water resources field (10+ yrs), including extensive supervisory experience (5+ yrs); or equivalent combination of education and experience. 

Other Information

 

  • Must possess an appropriate valid North Carolina driver's license upon hire. 
  • Must possess or be able to obtain NC Grade B Water Distribution certification.  
  • Must possess or be able to obtain NC Grade C Well certification. 
  • Must possess or be able to obtain NC Grade II Collection System certification.
  • Must obtain DOT Flagger certification, complete the Competent Person for Trenching and Excavation training, Competent Person for Confined Space training, and SCADA training within 12 months of employment.
  • Must complete the defensive driving course within six months of employment.
