Position Overview
We are seeking a highly skilled and leadership-minded Water Reclamation Superintendent to oversee our Grade IV wastewater treatment operations. In this role, you will plan, organize, and direct the technical, administrative, and managerial activities of our facilities. This includes managing operations, maintenance, and laboratory analysis for a Grade IV wastewater treatment plant with an average daily flow of 0.58 MGD and a permitted flow of 1.37 MGD.
As the Operator in Responsible Charge (ORC), you will ensure full compliance with all local, state, and federal regulations while fostering a safety-first culture and guiding a dedicated team.
Key Responsibilities
Operations & Regulatory Management
- Serve as Operator in Responsible Charge (ORC) for the Grade IV Wastewater Treatment Plant and Land Application system.
- Direct all daily activities related to plant operations, process control, laboratory analysis, and facility maintenance.
- Ensure strict compliance with federal, state, and local laws, preparing and submitting all required regulatory, permit, and monitoring reports.
- Oversee sludge disposal programs and wastewater sludge management.
- Supervise laboratory operations, reviewing records for accuracy and serving as the state-designated Laboratory Supervisor for our state-certified laboratory.
Leadership & Administration
- Manage and mentor division personnel, overseeing hiring, training, certification, and performance reviews.
- Develop and administer the annual operating and capital budget, managing resources, purchasing, and technology needs.
- Lead long- and short-range planning for facility upgrades, capital projects, and capacity modifications.
- Collaborate with contractors and officials, serving as a key point of contact for regulatory agencies, the media, and the public.
Qualifications & Requirements
Education & Experience
- Degree Preferred: Graduation from an accredited college with a degree in Chemistry, Biology, Environmental Science, or a related field.
- Experience: Extensive, progressive experience in wastewater treatment plant operations, including strong supervisory and leadership roles.
- Equivalent Combination: An equivalent blend of education and experience will be considered.
Certifications & Licenses
- Grade IV Biological Wastewater Treatment Operator Certification (State of North Carolina).
- Trainee Status is an option for those that do not have a Grade IV at time of hire.
- Land Application Operator Certification (State of North Carolina).
- Confined Space "Competent Person" designation.
- Valid North Carolina Driver’s License.
Knowledge, Skills, and Abilities
- Technical Expertise: Deep knowledge of Grade IV plant operations, wastewater chemistry, mechanical/electrical infrastructure, and information technology systems.
- Supervisory Skill: Proven ability to lead, coach, and build effective, safety-conscious teams.
- Communication: Strong written and verbal communication skills for managing staff, public relations, and regulatory compliance.
Working Conditions & Physical Demands
- Physical Effort: Capability to perform heavy work, occasionally exerting up to 100 pounds of force, up to 50 pounds frequently, and up to 20 pounds constantly.
- Environment: Exposure to hazards associated with raw wastewater and heavy machinery (noise, vibration, electrical currents, chemicals, fumes, and confined spaces).
- Safety: Adherence to strict safety protocols, including the use of protective breathing equipment and compliance with OSHA bloodborne pathogen standards.
- Availability: Position is subject to standby and recall duty for emergency operations.
