General Statement of Duties

Performs difficult technical and supervisory work planning, organizing, and supervising the operations, maintenance, pre-treatment, and laboratory analysis at a wastewater treatment plant.

 

                                                  Distinguishing Features of the Class

An employee in this class plans for twenty-four-hour operations of a plant to treat and dispose of wastewater in an environmentally safe manner.  Work is performed in accordance with state and federal laws and regulations.  The employee serves as Operator in Responsible Charge (ORC) of the plant in ensuring that the permitted levels are met in the discharge and disposal of wasted sludge.  The employee also serves as pre-treatment coordinator. Work involves planning and assigning work, inspecting the operations of the plant through observation and analysis of laboratory results, ensuring proper preventive maintenance and repairs, overseeing the operations of a state-certified laboratory, conducting the industrial pretreatment program, and overseeing biosolids land application.  Work also involves researching, recommending, and participating in design and construction monitoring for long and short-range capital facilities and equipment construction and renovation, establishing and maintaining records and reports necessary for full compliance with all regulations and for effective management decision-making, requesting necessary resources in the annual budget, and motivating, coaching, and ensuring effective productivity of division personnel.  Work involves considerable initiative and judgment. The employee is subject to the hazards associated with working around raw wastewater, including hazards of noise, vibration, proximity to moving mechanical parts, electrical current, exposure to chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and may be required to enter crawl spaces, sewage and water line pipes, and other hazards.  The employee is also subject to the final OSHA standards on bloodborne pathogens when coming in contact with raw wastewater and may be required to wear a respirator.  Work is evaluated through conferences and reports for productivity and compliance with required laws and regulations.

                                                          Duties and Responsibilities

 

Essential Job Tasks

Plans, organizes, and supervises the work of employees engaged in plant operations and process control, industrial pretreatment, laboratory analysis, land preventive maintenance, and repair of plant equipment and facilities. 

Manages contracts with laboratories for analysis of samples and with land application contractors; schedules solids removal with contractors.

Participates with management in planning for current and future capacity needs and plant modifications for increased efficiency or regulatory compliance; provides input to engineers and contractors on the design and construction monitoring for plant upgrades and expansions; coordinates with construction contractors; assists with inspecting contracted construction work.

Serves as operator in responsible charge, ensuring the Town meets its permitted discharge levels; reviews laboratory reports for operational performance of the plant, and oversees changes in the chemical and biological processes of the plant.

Researches and recommends provisions of the Town's sewer use ordinance; participates in the collection of industrial samples; calculates and issues industrial permits; participates in on-site inspection and enforcement of industrial permits; participates in establishing effective working relationships with industries in the pretreatment program; oversees the preparation of headworks analysis. Establishes, maintains, and analyzes a variety of reports as required and as needed for effective management decision-making.

Supervises laboratory operations; ensures state annual recertification; supervises contracted or in-house analysis of more complex properties and industrial samples.

Wastewater Treatment Plant Supervisor

Requests necessary resources for plant operations as part of the annual budget process; requisitions supplies, chemicals, equipment, and other resources.

Ensures proper preventive maintenance is performed on plant equipment and facilities; participates in troubleshooting equipment repair needs and recommends in-house repair measures of contracted repairs.

Trains, assigns, and insures efficient and effective performance of staff; motivates, coaches, and reviews the performance of employees; insures proper training and certification of assigned personnel; recommends and participates in disciplinary actions; participates and recommends in the hiring process.
