Join the Rural Water Team: Water Circuit Rider – Eastern NC


The North Carolina Rural Water Association (NCRWA) is seeking a skilled and motivated Water Circuit Rider to provide technical, managerial, and financial, and assistance to rural public water systems in eastern North Carolina.

 

This is an independent role suited for a professional who can manage their own schedule and work directly with water system operators, managers, and governing boards to address operational challenges, improve compliance, and strengthen long-term sustainability.


What We Are Looking For:

  • Practical experience in public water system operations, including water treatment, distribution, regulatory compliance, and utility management
  • Strong problem-solving skills with the ability to assess system challenges and recommend practical, cost-effective solutions
  • Minimum of five (5) years of experience working in the water industry required
  • North Carolina Water Treatment and/or Distribution certifications strongly preferred
  • Degrees in environmental science, engineering, public administration, or related fields will be considered
  • Thorough understanding of drinking water regulations, operational best practices, and industry standards
  • Familiarity with utility planning, budgeting, asset management, and infrastructure improvement strategies
  • Proficiency with Microsoft Office, email, online research, and electronic reporting systems
  • Excellent verbal and written communication skills
  • Experience facilitating meetings with utility staff, elected officials, and community stakeholders
  • Ability to manage travel budget and weekly work schedule independently
  • A valid North Carolina Driver’s License and reliable transportation (required)
  • Willingness to travel extensively across eastern North Carolina, with limited overnight stays
  • Attendance at out-of-state conferences and trainings (typically two separate weeks per year)
